Representative Council of Learners

 

The South African Schools Act, 1996 (Act 84 OF 1996) provides for greater participation of learners in the 8th grade and higher.

The Act also provides for a uniform system for the organization, governance and funding of schools, which requires active participation of educators’ parents, learners and members of the community.

 

Notice 110 of 2016 regulates the Establishment, Election and Functioning of Representative Council of Learners in public schools in the Northern Cape.

 

The Department is responding to the obligation to strengthen governance structures within schools so that Representative Council of Learners (RCL's) participate actively in governance issues.

 

Young people have a role to play in improving their schools through the establishment of RCL's and assisting those driving transformation in the school. They can learn and develop leadership skills.

 

The development of learner leaders in schools with grades eight and higher forms an integral part of shaping the future of the leaders of tomorrow.

 

RCL members must exemplify and embody qualities and virtues of leadership such as:

·         Diligence to their responsibility and school work;

·         Being accountable; reliable and courteous with regard to learners and other stakeholders

·         Teamwork and commonality of purpose regarding learner programs aimed at improving learner performance; 

·         Willingness and enthusiasm to share knowledge and interact with fellow learners.
