STRENGTHENING FRAUD PREVENTION AND ETHICAL LEADERSHIP IN EDUCATION

The Northern Cape Department of Education (NCDoE), together with the Hawks – Directorate for Priority Crime Investigation (DPCI), the Special Investigating Unit (SIU), the Public Service Commission (PSC), the Office of the Premier’s Ethics Management Unit and the Provincial Treasury, hosted a Fraud Prevention, Detection & Reporting Workshop in Upington and Postmasburg from 8–9 September 2026.

The workshop was convened under the theme “Strengthening Fraud Prevention, Ethical Conduct and Integrity in the Northern Cape Department of Education” and brought together Principals, Heads of Department (HODs), Circuit Managers, School Governing Bodies (SGBs) and District Management Teams.

The aim of the workshop was to raise awareness about fraud and corruption risks in education, equip leaders with tools to identify red flags, promote accountability and transparency, and strengthen collaboration with law enforcement agencies. Presentations highlighted constitutional values, ethical obligations of public servants, disclosure requirements, lifestyle audits, and reporting mechanisms. The SIU emphasised prevention and advisory strategies, the PSC reinforced professional ethics, and the Hawks unpacked causes of corruption and the importance of whistleblowing.

Participants engaged in interactive discussions on governance challenges such as leave management, relocation of expenses, procurement risks and conflict of interest. By the end of the programme, education leaders were empowered to recognise fraud risks, apply ethical principles, and reinforce a culture of integrity and responsible service delivery.

This initiative reflects the Department’s commitment to zero tolerance for fraud and corruption, and to building a professional, ethical and accountable education system that safeguards learners and public resources.
